[KI-LC] Concordia DG Supplemental Budget request

The Concordia DG expects to hold 2 events in calendar 2010 - one larger 
(comparable to the workshop/interop demonstration held at 2009 RSA) and 
one smaller (comparable to the workshop held at 2009 Catalyst).

We are requesting $1K for the smaller workshop, and $15k for the larger 
(which will likely mean requesting participants contribute top up funds 
based on RSA history).
