[KI-LC] UDVPI-WG Supplemental Budget Request

It has already been mentioned that this work could potentially support
the needs of several WGs. I understand that the main output of this
effort in 2009 would be a literature search of the current
state-of-the-art in user-centric digital identity, with indicators of
where there are gaps. The bulk of the research would be performed in
2010, and would consist of consumer surveys.
In order to address some of the near-term (2009) needs of the Consumer
Identity WG, I was thinking of proposing (as a separate 2009
supplementary budget proposal) some type of outreach effort that would
consist of telephone interviews with a small number of selected
individuals who could provide informed opinions and insights about
issues involving identity assurance as it relates to consumers. Whether
such individuals would be willing to share such information to support
our efforts is unknown, but assuming they are, I think some useful
insights might be obtained that could help us to better plan our work
for 2010.
Such insights may or may not be useful to the other WGs. One advantage
of telephone interviews in 2009 is that I think useful information might
be obtainable fairly quickly, rather than waiting for a full-scale
market research project to take place in 2010. And I'm proposing that
subject matter experts would be interviewed, rather than consumers
themselves. So the kind of information obtained would be different.
That's not to say that a large-scale research project involving consumer
surveys would not be valuable, just that telephone interviews with
selected individuals may produce useful results in 2009 that could help
focus the work more quickly.
So now I'm wondering whether I should even consider making a
supplementary budget request for 2009 solely for the benefit of the
Consumer Identity WG. Could the two approaches perhaps be combined, so
that work in 2009 consists of more than just a literature survey, while
deferring consumer surveys until next year? Or would that just be too
unwieldy? Any thoughts?
