[KI-LC] UDVPI-WG Supplemental Budget Request

Thanks Trent, unfortunately I won't be able to join the call tomorrow  
as i'll be on a flight to SFO; I have a few meeting before the event  
next week.

Hopefully the proposal is clear enough for a vote tomorrow; if not  
ping me back before 10am UK time tomorrow and i'll respond before I  
get on the flight.
