[KI-LC] assessing WG & DG activity in the context of Kantara Initiative goals

OK, so for eGov...

* Accelerate marketplace adoption through clear messages, defined
processes, and open community collaboration that brings vendors,
deployers, individuals, and organizations together

eGov: Membership is open to any vendor, deployer, individual, and organization.  the early focus on conformance sets it apart from other eGov 'talk fests'  

* Bring together technical, business, legal, and policy experience to
achieve holistic & trusted identity management solutions

eGov: Open membership as above. Also, the chartered goal of providing a 'government view' into other Kantara work groups, supports this KI goal.

* Establish an open and democratic governance model with no financial
barrier to participation

eGov: Again, open membership model, though we also have a concern around the quality and cost of teleconferences, and we will monitor this closely in the coming months, possibly trying some alternatives to quantify the extent to which call cost may be a barrier to participation.

* Implement an operational structure with nimble processes,
procedures, and oversight, and a viable financial model

eGov: The operational structure is 'light' and for the first year of operation, the financial model will not be overly ambitious.

* Commit to open standards and encourage interoperable implementations
from both the COTS product and open source development communities

eGov: Specific charter item and the proposed work plan support interop from any quarter. CC with attribution IPR model underlines the 'openness' that the eGov group wants to expound.

* Foster positive dialogue across all relevant organizations to assure
coordination, harmonization, and re-use of all applicable open content
(specs, policy, etc.)

eGov: The chartered goal of providing a 'government view' into other Kantara work groups, supports this KI goal.  But also, eGov has already commenced proactive outreach with OASIS eGov and will do similar with others.

* Establish programs with strong branding for technical and
operational output to promote interoperability, compliance and/or

eGov: As per our charter, we are leveraging the 'eGov profile' branding established at Liberty, with planned extensions into ID-WSF, OpenID/Infocard in the area of compliance
